Calif. lawmakers respond to pit-bull attacks

California lawmakers, responding to a spate of recent attacks by pit bulls, on Thursday took up a bill that could pave the way for cities to enforce mandatory sterilization for the sometimes aggressive dog breed or to require their owners to carry insurance.
