Following a tragic attack by a pack of neglected or abused pit bulls, McHenry County Illinois instituted a new ordinance regarding "dangerous" and "vicious" dogs. The triggers are behavior, not breed, and call for a scaled set of requirements, depending on the nature and extent of behavior problems.
We can avoid breed-specific legislation by promoting legislation that rationally promotes good behavior and rationally punishes bad behavior. It seems to me that this ordinance is a good one that we should be out there promoting when lawmakers are looking for an appropriate response to an attack.
